Thanks for the feedback.. i will most likely be doing the same...wait for PP 140 to comeback and convert. I think its safer to work on a 3yr h1b than ead. But then while filing for h1b ext the dates must be retrogressed and not current.

I think its only 1 time amnesty to all aliens who were present 5 years from date of enactment of this law, if it becomes a law.

My I-140 was lost in mail just this year. My employer contacted USCIS, and they told him to file form I-824 (yeah, with fee). We did, and I got a duplicate approval notice back in about a month. So, if that's your case, here is the answer.
I did FOIA on my previous LC attempt (not I-140); it took over 6 months to get all documents back (you can request a CD instead of a stack of photocopies -- they'll scan all papers and burn the files on a CD for you). I've heard it's getting worse, in terms of response time.

Great job guys! Keep up the good work. The article has given much needed exposure to the problems of Employment Based Green Card Process and the plight of skilled workers from India and China. I think what Godbless bought was Universal Life Insurance policy where the Company invests in Mutual funds etc. but that has lots of finance charges and hidden costs. Traditional Whole Life on the other hand has no such thing because by law the company can only buy bonds, govt securities and Mortgages only. Hence the return on Traditional Whole Life policies is low (5-6%) but they are safe and do not have hidden charges and infact insure you at a fixed cost for whole life hence the premium never changes and policy cost to the insured remains fixed while the cash value is an added incentive for the long term. It's like putting money in bank and earning some interest but having a life coverage at the same time for not just 20-30 yrs but uptil 98 years of age. I have a few family members who are insurance agents and they always recommend Traditional Whole Life if you have good income and patience to stay long. For all other folks Term is the best but note that when you retire at 60+ and have built immovable assets then to cover the risk for them you need to have some Life insurance policy and getting Term at that age is like walking on fire. Nobody gives Term after 65+ and even if they do so then the premium is very very hefty which can be a good turnoff.
So, it all depends on your priorities and situation. 95% of US Citizens / PRs with above average asset values & income buy Traditional Whole Life policy because they are living longer and working longer and building assets well into their 60+. The 3 year experience = 1 year education towards degree is used for H1 NOT for GC. It has never been for GC.
For EB3 GC, there is a classification for skilled workers which do not require a degree.
USCIS in eb3 used to allow the langauge "combination of educatoin and experience is acceptable to meet bachelors requriement" in eb3. This was before they broke out the different classification of professional and skilled worker in eb3. now they have broken it out separately on the form. If labor allows combination, then person is supposed to file as "skilled worker".

dont want to judge ur sentiments, but think about this.
if GOD only cares abt people who constantly praises god, then muslim countries should do way way better :D they pray so many times a day. nobody follows religion and GOD like muslims do :D, not even hard core christians :D. even hindus pray a lot. US growth is clearly not due to the things u mentioned :D. its due to their relentless pursuit of growth. along with GOD US also believes in 'free will'. btw, i am not atheist, but just AGNOSTIC.

During July/August 1776 the British sailed some 450 warships and support ships into the New York Harbor to quell the rebellion in the Colonies. These ships contained some 32,000 troops (British and Hessians) as well as 10,000 seamen. This was one or the largest armadas ever assembled in the New World. This awesome sight caused alarm among the citizens of New York and the 20,000 rag-tag citizen army gathered to defend their freedoms.
"And there had been an incident that deeply troubled the German soldiers. On a hot August night, just before they went into action, hundreds of British and Germans had sat around an enormous bonfire, laughing and cheering while four rebel leaders were burned in effigy. The figures of John Witherspoon, President of the College at Princeton, and ' Generals Washington, Israel Putman, and Charles Lee had just been set afire when a wild thunderstorm suddenly interrupted the fun."
'The soldiers dashed for whatever shelter they could find, and after the rain had passed, some of the men returned to the vicinity of the bonfire to discover that three of the dummies had been consumed by the flames but the effigy of George Washington remained intact, as good as it ever was. The symbolism was not lost on the foreigners; as a British deserter relayed the story, the incident caused a great deal of fear among the Hessian troops, most of whom are very superstitious."
Within twenty-four hours of the bonfire incident, an attack was launched against Washington and his troops on Long Island. The results of which gave the Hessians even more to ponder. The British naval forces attempted to sail up the Long Island sound where they would unload some of their forces and then launch an attack on land, placing Washington and his forces in a pincer trap. However for 24 hours they were unable to sail their ships up the sound because of high winds and waves. Not to be deterred by this they went ahead and launched their land forces and started their advance up Long Island confident that within several days "this ugly little conflict would be over." By dusk they had driven the Americans and beaten them to the point that the British Commander felt that, "On the morrow he would quickly and decisively end the conflict."
The British could hear the Americans digging their trenches and setting their camps since the prevailing wind was in their favor. However, later in the evening the winds reversed and allowed the Americans to hear the British. Then it started to rain and later that evening a dense fog settled over Long Island. (In August?) Washington had earlier recognized the potential dilemma and requested that boats be gathered in preparation for a retreat should it prove necessary. After the fog settled in, Washington's troops, animals and hardware were ferried across the sound to New York under the cover of the dense fog without being detected. This was done in spite of the fact that they were within shouting distance of the British and Hessians. Early the next morning the British started their advance, only to discover that the rebels had successfully moved out under cover of the fog and darkness. It is hard to imagine a more visible demonstration of Providence's hand than all the incidents surrounding this event.

Thanks! That's helpful... from what you say, sounds like PD is still quite important. RD comes into the picture only after the PD becomes current. However, if a range of PD's are current, then they would sort those by RD and not by PD.
For eg, if they move the dates forward by a year, and Jan 04 and Jan 05 are both now current, a person with PD of Jan 05 but an earlier RD would still get processed prior to an application with PD Jan 04 and a later RD (according to the FIFO principle)...
PD is the basic qualification and after that its all Luck .....Its a lottery ...

Does any of you trade in Indian shares? If so, did you have to open the PIS NRE account to do trading in Indian shares ? I heard that NRI from USA can not use the normal demat account to do the trading in secondary market in India.

maybe some day in the not too distant future, when the days of bonded H-1b labor end, a person who has lost time and passed up opportunites can actually go to a court and sue DOL and USCIS for damages and opportunity costs.
Not only the opportunity costs, there are real costs also. My salary is frozen because I reached highest possible in my current role. Till I get the Greencard, I will be loosing real money.
