Well, DOS is alerting that don't expect additional rapid movement any time soon. Here is the relevant part of their warning:
E. EMPLOYMENT-BASED VISA AVAILABILITY IN THE COMING MONTHS
Cut-off date movements in recent months have been greater than might ordinarily be expected, in an effort to maximize number use within the annual numerical limits. This has been necessary because demand being received from Citizenship and Immigration Services (CIS) Offices for adjustment of status cases has been relatively light. As these dates have advanced, however, many thousands of applicants have become eligible for processing at CIS Offices. Once number use increases significantly as CIS addresses its backlog, cut-off date movement will necessarily slow or stop. Moreover, in some categories cut-off date retrogression is a particular possibility.
The only positive thing I can take from this visa bulletin (assuming there is even a modicum of linear thought possible on the movement of dates) is that the 485 traffic for PDs between 2002 July and Jan 2003 is fairly light for EB2 India. After all they stated as much in their footnotes about anticipated movement of PDs. This can be construed as offering some hope for those from EB2 India with priority dates in early 2003 (say up to march). After all anyone in their right mind would not chance CP now with the fluidity of priority dates and the pending BEC deluge of cases, and the hordes of people hunting labour subs. etc. Basically if anyone gets the chance to file 485 they will do it lest the dates retrogress again while they are waiting for the consular interview.
So those with early 2003 dates can be hopeful now, later than march and I doubt you will be in this fiscal years quota.

This will definitely lead to a lot of noise and I am quite sure the remaining 50K visas left for recapture for yrs 2002-2004 will also be recaptured soon after the elections. I hope for the SKIL provisions but am less confident about them than I am about the Schedule A workers.

often times i have noticed that the blissfully ignorant GC applicants come better off than rest of us- who act like chicken with the head cut off after every bad news!!! may be they dont worry too much and look at it from a whole another perspective...who knows...i wish i could be one of those, but i am too far in the game...damage is already done...:D

I respectfully disagree, he is the president of USA and to its citizens, you might morally/personally declare him to be your president, but as long as your passport is not from USA you my friend are an alien (not extraterrestrial) living in the US of A :), please dont take this personally I am in the US too, and I got my passport recently renewed, and I had to pledge my allegiance in order to get my passport. Assuming @gc28262 doesnt know this because of his personal experiences and exposure, do you guys think *all* consulting companies charge their employees money for the Visas? I know personally only those who doesnt charge. One of the consultants I know strives to differentiate himself from these. He provides benefits like in a large company.
One thing guys, if you know abuse and are silent because of any reason (could be you want your spouses/brother's H1Bs to go through or any reason), you are all guilty. So, dont try to be naive..
I dont want to tell anything about L1B because I dont know if there is anything illegal in anything companies are doing. First this is no slave labor. It is a free will employment. Just because somebody is ready to do some work for less, legally, you should not be worried too much. Instead of worrying about billing, try to upgrade yourselves to become better in skills, capabilities etc...your market value will automatically be upheld if not become more. Being an L1B myself, I dont see any single day I felt like I was abused or I am cheated by my company.

I guess each object needs to have a voting property or Lobby class attached to it. Without that you will only get Null values in return.

The poll shows that there are substantial number of cases from Yr 2004 or earlier. This shows that the Dates will be going back in October Visa bulletin. If the number of applications are 50 times of the polled numbers, then also it will take 2-3 years to clear the Yr 2004 and earlier applications.

Please note that the Form I140 is no longer valid for porting purpose under section 106� of AC21 if the I140 was revoked due to the fact that you did not meet the minimum requirements for the labor certificate at the time of filing. I hope 180 days had passed after 140 approval. A little more detail on the case will be appreciated. Was it a case of substituted labor?
First try to figure out what the previous company has done.
Get the help of your attorney ASAP. Figure out if there is a way to undo the damage.
I am not very sure of the details, a person I used to know was forced to join his previous company because they threatened him in similar lines.
& please do keep us informed along the way. We may be able to be of assistance to you in some way or the other. Local IV chapters have access to local Congressmen etc.
If nothing works go kick the ass of the person who is responsible for your predicament. Interpret kick ass to more severe alternatives. Some companies are anyway taking advantage of people stuck in GC queue. On top of that if they harm us they need to pay a heavy price.

o.k...I hope you are correct. but how do you explain this ..my friend with a PD in 2004 EB3 had submitted incomplete medicals for his wife as they were expecting a addition in the family ..they submitted during the fiasco with RD in july / aug 2007 ..however no RFE's so far ?? (TSC shows processing dates in end aug 2007 ..which could mean that they are processing sept cases )

04/28/2007: Sen. Hagel's Immigrant Accountability Act of 2007, S.1225, and Point System for Legalization
The Senater has released the skeleton of this bill that provides for legalization of illegal aliens as part of his Comprehensive Immigration Reform legislation proposal. This is a companion bill to his High-Tech Worker relief proposal. Supposedly, S. 1225 is to cover the illegal immigration issues and the High-Tech worker relief bill is to cover the legal immigration issues.
It is uncertain the point system the House Judiciary Subcommittee is scheduled to have a hearing on 05/03/2007 is limited to the legalization legislation or overhaul of the total immigration system. If it is limited to the legalization, we would not necessarily oppose to the idea, but it involves overhaul of the entire immigration systemn, we would strongly oppose to such point system.
The point system which Senator explained in the press release in S. 1225 includes the following:
� Military Service (after meeting initial qualifications for adjustment)
� Advanced English proficiency
. Civic Engagement � significant community service work (religious or secular), a clean criminal record, and on time payment of income taxes for past work
� Business ownership (which employs at least 2 unrelated �legal� workers)
� Home ownership
� Work History (points for each year of work an alien can prove) (Like Hagel/Martinez)
� Education (additional points for all levels of education)
� U.S. Presence (points for length of time in the U.S.) (Like Hagel/Martinez)
� U.S. Citizen/Permanent Resident Spouse or minor child
(A)Basic Points FACTOR POSSIBLE POINTS
Work :The range of points is based on the number of years a person has worked in the U.S. (Up to 5 points per year possible.) 15-30
Education :An alien may earn minimal points for primary school, additional points for high school or obtaining a GED, or skilled trade license. 15-30
